As an intrinsic part of the privatization program and the liberalization of the private sector of the electricity and communication services, the government of Panama has created the Public Services National Authority (Autoridad Nacional de los Servicios Públicos), formerly Public Services Regulatory Agency, which regulates electricity, communications and water services.
In this regard, ANORCO has over the years developed substantial expertise in:

Advise on regulatory matters
Wide-ranging assistance to private investors and companies operating these types of business within the country.
In 1999, we represented a major Florida company in a public bid carried out by IRHE and Empresa de Distribución Metro Oeste S.A. (one of the three distribution companies resulting from the privatization of IRHE) for the sale of 60 MW of energy.
Also in 1999, we assisted an internationally recognized consulting company in the preparation and drafting of norms, rules and regulations to be implemented by the Public Services Regulatory Agency.
We also participated in the negotiations and drafting of the first electric power supply agreement involving a major client (Gran Cliente) with one of the local power companies.
