Some of the many advantages of the Panamanian Registry are:
Ownership: No restrictions on nationality to individuals or corporations.
Tonnage restrictions: No minimum tonnage is required on any type of vessel.
Dual registry: Foreign vessels under charter for a period of 2 years (renewable) can be registered in Panama without loosing its original registration; likewise, vessels registered in Panama may be enrolled in a special foreign registry without loosing their Panamanian status.
Tax exemption: Profits derived from the operation of Panamanian registered vessels are totally exempt from local income tax.
Fleet discounts: Discount incentives on the registration fees and annual taxes are granted to shipowners who wish to place their vessels under the Panama flag registry, provided that they belong to the same economic group.

FOR PANAMA FLAGGED MODUS
(MOBILE OFFSHORE DRILLING UNITS)
Panama's new Merchant Marine Law, which becomes effective on February 7, 2009, besides of incorporating new modern and more flexible registration regulations, provides additional incentives to MODUS operators / owners.
The scope of these incentives may be enjoyed by previously registered MODUS subject to proof of former Panama registry and request of new registration within the first two years of this regulation.
MODUS will pay a competitive registration fee of US$2,500 and will be exempted of any tax fee for the following two years with the sole exception of the annual inspection fee.
